Review Article - do you need to submit for NIH Public Access Policy?

Some journals use peer review for "review articles" and some do not. You can check with the journal editor or publisher or, if you have copyright to do so, go ahead and submit the article to PubMed Central, following the policy. The latter may be easier and faster for you.
